juju ssh connects to incorrect units

juju ssh to different units, all take me to the same unit. See below where I juju ssh to keystone/0 and keystone/1, but they both take me to the same host, juju-machine-1-lxc-2

# juju ssh keystone/0
...
ubuntu@juju-machine-1-lxc-2:~$ exit

# juju ssh keystone/1
...
ubuntu@juju-machine-1-lxc-2:~$

Restarting the machine keystone/1 is running on resolves the issue and juju ssh takes me to the correct node.

Potential reproduction steps are to deploy a 3 unit service where each unit is deployed --to lxc:X on different machines. The issue appeared after some of the hosts were powered off and then back on. After the hosts were online, we saw that juju ssh for different keystone units was taking us to the same container.

I wonder if this bug is related to lp:1519527 'lxc units all have the same IP address'. if both keystone units had the same address, then I think we would see the same symptom as this bug. i believe juju ssh keystone/0 and juju ssh keystone/1 would end up connecting to one of the 2 keystone units. In my case, the issue seemed to only be with keystone units.. other units in lxc didn't appear to have the same issue. Perhaps the keystone units were deployed at the same time which accounts for the issue only being with keystone units.
