Bug Description
I tried to bootstrap a local environment where (for reasons specific to my local juju), the
initial machine agent failed to start. The bootstrap hung forever and it was not
possible to interrupt it (after printing "Interrupt signalled: waiting for bootstrap to exit").
We should try harder to interrupt the bootstrap process in this case.
