Bug Description
juju/utils has some useful utilities in it that can
be used in many contexts, just just in juju-core, but it has the
potentially serious side effect of disabling connection
keepalive and adding the file transport scheme when imported.
If some other package wants NewUUID, for example, they
should not be forced to live with these side effects.
This should be done by a function that can be explicitly called
(probably somewhere inside juju-core), not at init time.
