Some workers ignore stop channel, for e.g. charm revision update worker (worker/
This may lead to undesired behaviour. For example, a slow/stuck network connection could prevent an agent from shutting down because this type worker won't stop.
We need a consistent approach for these workers - callbacks should not ignore stop channels.
