worker/storageprovisioner: machine agents attempting to attach environ-scoped volumes

Bug Description
I was debugging an issue with the storageprovisioner and EBS, and used the following command to watch the logs:
juju debug-log --include-module juju.worker.
I noticed errors that looked like this:
machine-
The error is coming from machine-1, which is a non-state server machine agent. This agent should not be attempting attach environ-scoped volumes.

Andrew, I see that you have committed a fix for 1.26. Are you going to backport this to 1.25?
