Bug Description
An intermittent TLS handshake failure while communicating to the EC2 API caused bootstrap to abort. The bootstrap output around the failure here: http://
Juju should be retrying when such errors occur.
It's also possible that Juju didn't clean up after itself when this failure occurred (but not sure). Worth checking anyway.

This is a fairly old bug and the original report, against 1.25-alpha1, says it was seen intermittently to start with.
@Curtis, @Aaron, @Nicholas,
Since our CI tests on AWS extensively, I would have expected to see these failures there and maybe have a report for them. Has it been seen in CI, especially more recently with Juju 2.x?
