Bug Description
The MeterStateSuite teardown fails on windows with an invalid handle:

FAIL: action_test.go:1: MeterStateSuite
c:/.../
c.Assert(err, jc.ErrorIsNil)
... value syscall.Errno = 0x6 ("The handle is invalid.")
This is down to the setup not being done correctly.
