manual provisioning with juju requires systemd-services

Bug Description

When trying to manually provision a machine with juju (e.g. juju add-machine ssh <email address hidden>) I get the following error:
ERROR error checking if provisioned: subprocess encountered error code 1

This error goes away if the systemd-services package is installed on the machine prior to running the add-machine command.

juju version 1.23.3 tying to add a minimal trusty machine.
