juju upgrade-juju --upload-tools to 1.24.2 fails with "invalid series: wily"

I'm trying to upgrade environment from juju 1.18 (from trusty) to juju 1.24.2 (from ppa:juju/proposed), which fails with 'ERROR no matching tools available'.

I started with juju-core 1.18.1 from trusty. Bootstraped an environment, but didn't deploy any services.

Then I run 'juju upgrade-juju' which brought the agent on bootstrap node to 1.20.14.

After that I upgraded juju-core from juju proposed ppa to 1.24.2.
I also added 'agent-stream: proposed' into environments.yaml file and in appropriate .jenv file for my deployment:

Then run 'juju upgrade-juju' and it failed like this:

This is all run on trusty, on OpenStack provider.
