juju 1.24.0 bootstrap failure - Waiting for API to become available - Error connection is shutdown

This bootstrap failure looks a bit similar to bug 1468581 in that it fails while waiting for the API to become available, but the error message is not the same.

This is from console.txt:

How often does this happen? Can we get an example with --debug ?
