os-enable-refresh-update is false and some security packages are not available

juju bootstrap never completes.

juju version: 1.24-alpha1-vivid-amd64

I am able to ssh to the node and I see this repeated endlessly in /var/log/cloud-init-output.log

I am closing this, but I can see that Hp's mirrors are a little stale and this issue was seen in several job. in GCE, this was seen for several hours too.
