Juju core freaks if /etc/os-release is not present

Bug Description

We use juju as part of integration tests with amulet. Recent, either travis-ci stopped exposing /etc/os-release or juju-core began to require it. Either way, our builds are breaking now: https://travis-ci.org/juju/amulet/jobs/58824209

/etc/os-release is required by systemd. The base-files package provides it for Precise, Trusty, utopic, and vivid. In the example of Precise, the file was added in 2014-08-05.
