juju backups includes previous backups in saved file

Bug Description
running 'juju backups create' will create a backup archive and store it on the state server as well as downloading it.
running the command again will again create a backup, but since the backup archives *everything* on the state server, this also includes any previous backups which have been made.
There may be some use case for this, but the increasing file sizes of backups soon become unpleasant.

apologies, I can't actually say for certain as I have since upgraded to 1.23. I can confirm that I can't reproduce on 1.23 though

Yep this was fixed in 1.22. The new backups implementation was added in 1.21 and this bug still exists there, but that juju version isn't taking fixes any longer.

This lead to exponential grow on the state server. Any site that has enabled automatic backups can expect the server to run out of disk space because of exponential growth.
