juju sync-tools requires default environment

Bug Description

I tried syncing juju tools into local directory but if failed with "no default environment found" error:

$ juju --debug sync-tools --version 1.20 --local-dir /home/jacek/juju-tools-orig --source file:///home/jacek/juju-tools-new/tools/
2015-03-31 16:44:30 INFO juju.cmd supercommand.go:37 running juju [1.20.11-precise-amd64 gc]
2015-03-31 16:44:30 ERROR juju.cmd supercommand.go:323 no default environment found

AFACT this command only works on local files so no environment should be needed.
