juju run should have an --all-units option, --all is ambiguous and confusing

Bug Description
Running `juju run --all` uses SSH (as it's all machines) which produces a different output then when run with --service or --unit. Having a way to run a command against all units/services so that it invokes the proper hook context would be preferable
