juju loses log messages written near jujud shutdown

Bug Description
Juju has a logging infrastructure that can write to any target.. however, it has to facility to cause those writes to get flushed... so if you write information out to the log directly before the process stops, those log messages can (and do) get lost. We should add some way to flush those log messages so we don't lose important debugging information during a panic/shutdown/
