ec2 provider unaware of c3 types in sa-east-1

Available instance types in sa-east-1 should include the c3 family of instances. And I don't see C4 types anywhere in the provider!

In the process of updating 2 missing regions were identified to be missing from our current goamz v3 - Frankfurt and Aws GovCloud (US). May need to add in later releases.

Thanks. I'll open a bug for EU-CENTRAL-1, that region was added at the end of last October [1] and we'll need it for deploying charmed in-cloud ubuntu repository mirrors.

For CPU power, see ECU column and multiply by 100.
There's also cost and virt info there too.

For burstable instances (primarily, t1 and t2), the baseline was taken for cpu power.
