Bug Description
Using the stable PPA, it's possible to downgrade/upgrade the 'juju' package, and still have the juju-core package at a different version. This is a rather confusing situation for a new user of juju.
I'd suggest making an exact dependency between, that when juju is downgraded, core goes with it.

Deb linitian wont let us define a non-binary package depending on a binary. We must define >=.
