trying to remove a service, agent state with hook-install failed is not resolvable

Bug Description

$ juju version
1.20.14-trusty-amd64

$ juju status
  mycharm:
    charm: local:trusty/mycharm-5
    exposed: false
    life: dying
    units:
      omnibus/0:
        agent-state: error
        agent-state-info: 'hook failed: "install"'
        agent-version: 1.20.14
        life: dying
        machine: "28"
        public-address: nuc1.maas

$ juju resolved mycharm/0
ERROR cannot set resolved mode for unit "mycharm/0": already resolved

But it is NOT "already resolved" as it says. The agent-state-info is stuck at 'hook failed: "install"'

There is no remove-service force, so I am stuck.

Please note specifically that

$ juju resolved mycharm/0
ERROR cannot set resolved mode for unit "mycharm/0": already resolved

juju resolved DID NOT WORK, which is different than the discussion in
1219902.

The unit name appears to be "omnibus/0", not "mycharm/0".

What if you try: "juju resolved omnibus/0"?

That is true. Looks like I messed up sanitizing my output (I was not
supposed to share "omnibus")

I had run resolved omnibus/0 and it did nothing.
