Bug Description
Most users want to see log timestamps in local wall clock time when they examine the logs. The timestamps are recorded in UTC in the logs. The juju debug-log command could translate the timestamps to the user's local timezone when it prints each log line. A debug-log command flag could be used to retain the output in UTC time for those users who want that.
See bug 1356857 for associated work that needs to be done at the same time, to handle the output of commands when --show-log is used.
