Bug Description
We recently came across a bug in the GUI where the agent_state_data wasn't populated sometimes when a unit failed to start. It has been tracked back to the information never coming from Juju. It appears to only happen when a unit fails its install hook but that might just be coincidence.

This probably relates to bug 1219902 where a failed install blocks many subesquent operations because juju never got enough information to manage the unit.
