no warning when tools-metadata-url is misconfigured

Bug Description
Juju does not warn when it ignores the configured tools-metadata-url.
It may be good that juju can fall back to a different url, but juju should always warn users when it is ignoring the supplied configuration.
The messages emitted are all at debug level, and none of them mentions the tools-metadata-url I supplied: http://
