EC2 root storage selection (rust, SSD, provisioned IOPS)

Bug Description

SSD storage is becoming the default in AWS for root storage and this is the default now for the EC2 QuickStart (webUI). We publish AMIs for standard, ssd, and provisioned iops [1]

EBS SSD for the root device does have a performance benefit [2], especially for the larger instance sizes.

As a juju user, I would like to have juju deploy using AMIs which are set to use SSD rather than standard (spinning) root storage.
