Bug Description
When trying to bootstrap juju to a private openstack instance
> when trying to generate the metadata, I get "ERROR unrecognized command: juju metadata"
I've confirmed that the juju 1.20.7 listed in brew is missing the 'juju metadata' command. This appears to be a broken build as its missing the command all together, which is present in the linux versions of the software.

The metadata feature is a plugin, not juju. It might work on OS X and if so, it can be included in in the 1.20.8 release. If it doesn't work, this feature will need scoping.
