ppc64el compilation error

run-unit-tests-trusty-ppc64el has not passed in 8 days in the master devel branch, but people are still landing non-fixing branches to master. Here is an example
    http://juju-ci.vapour.ws:8080/job/run-unit-tests-trusty-ppc64el/1164/console

This might be a mutation of a previous bug that reported that ppc64el tools cannot be found, though a more likely cause is that this new bug was merged while the other bug existed.

This but is fix commited when CI shows it to be fixed.
