Restore fails starting the machine agent

The backup restore test is failing again. The test fails when the juju-restore states it cannot start the juju machine agent.

The failures start with commit c436dc40. The last commits restore work with was commit af0b88e3. We can see from the history that

often needed 2 tries to pass. now it just does pass in 3 ties.

juju-restore isn't providing detailed information. I will try to gather more information.

I sshed into the replacement machine-0 and captured the logs a minute before the last failed run.

This log appears to show the change of the state-server address. The console shows that at the minute of this change the addresses for the replacement server were:
    10.0.0.233
    15.125.121.25
