Bug Description
Continuing work on #1216644, the API will need to modified to handle port ranges. This includes:
- open port ranges
- close port ranges
- return port ranges when querying for ports opened by units

Uniter API now allows opening and closing of port ranges (with backwards- compatibility in place to allow opening and closing single ports as port ranges). This can be considered finished.
