Bug Description

I've attempted bootstrapping on hpcloud, which fails out of the box without a default-series specified (which is hpcloud not having trusty in their image pool yet - another issue all together)

So I set default-series: precise in my hpcloud environment config and re-tried, and I'm consistently getting the response (attached)

$ juju --version
1.19.0-saucy-amd64
$ uname -ar

Azure and joyent also reported this case. Any Ubuntu getting security updates during the last few hours will have reported the issue.
