Fix tech debt in juju/api.go newAPIFromStore()

The envname argument should never be "" so the code for handling this should not be needed.

Currently removing this code causes panics: http://paste.ubuntu.com/7189793/

We need to look into why

I run without a default environment set (I always supply -e) and I get some
really strange behavior where the core seems to always assume you will have
an environ set. (bash completion, in particular, spews all kinds of garbage
to the screen.)
