There is no "juju switch manual" command

Bug Description
In juju docoment "Manual Provisioning" section
the document said using command
juju generate-config
juju switch manual
but juju says there is no "manual" enviroment
juju version: 1.16.6-

The docs are correct for the upcoming 1.18 release, but clearly were updated too early.
Please use "juju switch null" instead. In the 1.18 release, the null provider (and default environment) will be renamed to "manual".
