Bug Description

When bug 1240667 was fixed. cloud archive priority was reduced to 400 which resulted in the wrong lxc being installed. (not from cloud archive)

The fix for this bug broke precise deployments. Juju now attempts to install git from the cloud archive, but git and most juju tools are not provides by the archive.

r2403 causes regression since some of the packages are not yet on cloud archive. We will find out if the packages can put placed in cloud archive. If not, the fix will be to only install lxc and mongo-server from cloud archive, as they are already there.
