stale relation data in unit agent

Bug Description

wierd issue..

unit keystone/0 was in an error state as was its related unit mysql/0.. fixed the error on mysql/0 and watched it set relation data for its relation with keystone..

go to keystone and resolved --retry.. doesn't work.. investigating found that it can't see the relation data from mysql/0 even though from mysql/0 its been verified to have been set. only solution was to restart the keystone unit agent by hand, and then it worked fine.

This seemed to be fixed as part of other work as we can no longer reproduce it. Please file a new bug against "juju" project with newer logs if you think otherwise.
