[Joyent Provider] metadata mismatch when testing again Joyent Public Cloud

When running tests for the Joyent Provider against the Joyent Public Cloud, tests fail with a "metadata mismatch" error (full test log here: http://paste.ubuntu.com/7006269).

The Joyent provider still fails to bootstrap, see http://paste.ubuntu.com/7086067/

The issue still seems to be a mismatch in the SHA256 checksum of the tools tgz file, see output from /var/log/cloud-init-output.log http://paste.ubuntu.com/7086079/
