Add redirection of the logs to remote rsyslog server

Currently, juju debug-log displays the consolidated log file from the state server. A useful addition would be to add a function to redirect the output to a remote rsyslog server for consolidation of the log outputs

This feature is not longer required, since this can be locally configured.

This can be done by configuring rsyslog on the juju client machine ( /var/log/juju ) or if this is related to the units, a rsyslog-forwarder-ha subordinate charm can be deployed to gather the logs to other nodes.
