Bug Description
2014-01-27 10:42:02 ERROR juju.provisioner provisioner.go:167 environ provisioner died: failed to process updated machines: cannot start machine 1: no tools available
This should be treated as any other StartInstance failure; instead, the provisioner cycles forever trying and failing to run this machine.

This area has been drastically changed and this bug may have been addressed as part of this work on both Juju 1.25 and Juju 2.
