Bootstrap is significantly delayed by installing mongodb-server from cloud-archive

Bug Description

In my particular case I'm bootstrapping on Azure in the Southeast Asia region. Installing mongodb-server takes the lion's share of time. I don't have specific times, but it's well over 10 mins, which I think is an unacceptably long wait.

It takes a long time to install because it's coming from cloud archive, which doesn't have local mirrors (?). This won't be an issue for Trusty since mongo will be coming from main and main will be mirrored. That doesn't help people who continue to bootstrap precise, though.

Not sure what the deal is, but I just bootstrapped again so I could measure, and this time it was much quicker; only 56s.

I have heard rumours that the `mirrors` are actually `proxies`, so
possibly on the second attempt the proxy had deb in its working set.

There doesn't appear to be anything juju can do here. I tried making sure storage is on the same affinity group, and it seems to make no difference. Closing.
