Bug Description

The problem is that the directory /var/lib/jenkins/juju-ci/local/ is owned by root. Doubtless created during "sudo juju bootstrap -e local"

It started working again, and I noticed that one CI run had succeeded with r2124 before the errors began. So I have to assume 2124 is not the cause.

I think this bug is fixes, most likely by the change to not require sudo on the command line.
