Bug Description

On my dev machine, attempting to start the local provider often fails with "no reachable servers".

This happens intermittently on in our testing, too: http://162.213.34.53:8080/job/upgrade-and-deploy-devel/26/console

I don't think we have seen this bug in a long time. I think is fixed.
