Bug Description
Core has a four layer lookup for env to operate on (cli, env var, home env, env file default).. Plugins need a simple way to disambiguate without redoing all of this logic. Plugins should just receive JUJU_ENV to operate on, albeit perhaps with some -e / cli parsing to disambiguate if they support that.
