Bug Description
We have a requirement for some charms to be able to install and configure software and then reboot at the next 'quiet' point.
Specifically, configuring the Xen hypervisor for OpenStack Compute.
Having a charm hook command for 'reboot' would be useful so that we don't interrupte Juju hook execution e.g.:
hooks/install
... install and configure Xen
juju-reboot
When the install hook completes successfully, Juju pauses other potential hook execution and reboots the service unit, and then resumes hook execution.
This same approach could also be applied for installing specific kernels.
