config-get fails with "open FORCE-VERSION: permission denied"

Bug Description
A trivial config-get in a db-relation-changed hooks fails with following error:
open FORCE-VERSION: permission denied
Full logfile can be seen at: http://
config-get with other vars seems to work, for example: config-get git_path
But config-get defaultname triggers that error, that seems to be unrelated.

Issue was related with changing user inside charm. I changed user with os.setuid, then all the juju calls were invalid, because of permissions.
