debug-hook tests are time sensitive

Bug Description

thumper reported an intermittent test failure in the debug-hooks test suite:
   http://pastebin.ubuntu.com/6095464/

I can't reproduce it, but from looking at the code, it would seem to be a case of something taking a long time (>100ms) between creating the flock and recording the time, such that the time taken to execute the debug hook (i.e. waiting on the flock) is less than 900ms.

It would be better for these tests to not be so time sensitive.
