Bug Description
It appears that ec2 often get intermittent handshake failures.
We should retry these a few times.
$ juju status
error: Get https:/
Instead of an error, we should retry. Perhaps try three times, or some other arbitrarily small number of times.

I believe the design of the library is that most retry code is supposed to exist inside goamz, possibly it is just a case of an error code that isn't being treated as possible to retry.
