No longer coexists with py-juju

Bug Description

https://juju.ubuntu.com/get-started/ documents having both Python juju and Go juju installed simultaneously, using update-alternatives to select which is the default.

Go juju has regressed and is again stomping over /usr/bin/juju.

I believe that transitioning from Juju 0.7 to Juju 1.11+ we need both versions installed simultaneously.

This affects our ability to use juju-core in production as we need to maintain existing python-juju environments. Another regression would be a big problem as well.

I believe that this is currently a problem with the development PPA (ppa:juju/devel) but is not a problem with lp:ubuntu/juju-core. Unfortunately, lp:ubuntu/juju-core does not currently work with our environment.
