Bug Description
The live tests for ec2 and openstack can upload fake tools to the "official" public buckets. This is so that tests which simply start instances and check that the instances are running (without doing any work with the instances) work. We need to revisit this so that fake tools are not uploaded to the "official" public bucket.

I have been uploading test tools to juju-dist/testing on aws, hp, azure, and canonistack. If we limit our tests to tools-url aware versions, we can upload tools to an official testing location.
