Bug Description
Should write the cert files respecting JUJU_HOME else all commands subsequent to boostrap fail with
$ juju -v --debug status
2013/04/23 11:39:51 INFO environs/ec2: opening environment "west"
2013/04/23 11:39:52 ERROR command failed: no CA certificate in environment configuration
error: no CA certificate in environment configuration
