Bug Description
It should be possible to specify a source environment to list, rather than only the official location.
Mostly because you have to do tricks like specify your EC2 credentials, it would be nice to get those in via environments.yaml rather than require them to be in env variables.
So 'juju sync-tools --source=X -e Y" would copy the tools seen in the X environment into the Y environment.

The modified sync-tools has a --source flag pointing to a local directory containing the tools. Also EC2 credentials aren't needed anymore. So closed this issue.
