Bug Description
Set watcher.period to 50 * time.Millisecond.
Run the tests.
See everything fail.

Not as bad as it looks: the dummy environ panic when state fails to close cleanly really early on; if that error is ignored, everything works except TestWatchServic
It's not clear why state closes with error, though, so this bug still points to a problem, and it wouldn't be right to just paper it over without understanding it; but it's just as bad a situation as it might seem at first blush.
