Bug Description
The Provisioner should ensure that any currently open ports of Units assigned to a Machine whose Instance is about to be replaced should be closed.
These are the ports in the State.
When the new instance starts, it's unit agent will react to the exposed state of the service and reopen any ports required.

We don't replace instances. Maybe one day we will, but doing so cleanly is contingent on a sensible storage abstraction; so, for now, this is not a concern.
