Bug Description
state.Unit needs an API for setting and getting unit status ("started", "install-error", etc)
This will be set be the UA, and got by `juju status`.
The UA is not dev-blocked on this, but it will be completion-blocked on this, so I'm marking this critical. Would be really cool if someone would pick it up for me :).
